It would seem to me that implementing a system which flouted the PRA and 
the OIA (however unintentionally) is not a legal state to be in.

A formal notification/complaint to ArchivesNZ, the Ombudsman and the 
Auditor-General would seem to be in order, and perhaps a written 
question to the Minister concerned.

You might wish to channel the qeustion via a member of Parliament, which 
could carry more weight in getting it considered.

I'll flick you a copy to play with. You'll need a screen capture program 
that deals with motion (like CamStudio or FRAPS on Windows) as GE 
doesn't do capture on it's own. The problem I have is that I can't fly a 
flight sim to save myself :-) so all I can capture is my inevitable 
stall and crash.

Yes, well, that is the fun thing. NZTA are still being very cagey about 
what they release and when. The best so far is still on their site at 
http://www.nzta.govt.nz/projects/mackays-to-peka-peka/resources.html

Don't be fooled by the pretty "visualization" - it's not strictly 
accurate with regard to hights and such. But this is probably not the
