An open dataset of government organisations (Open Govt Partnership Action Plan)

Not sure if you’ve caught my recent post looking at which open standard to use
for government organisation data (e.g. legal title of govt agency, contact
details, Ministers and their portfolios etc etc).

This work has been talked about for a number of years, so it’s great to have it
as a commitment in the current Open Govt Partnership’s National Action Plan.

I've had some good comments back from Dave Lane around open standards on
twitter in response to this already (Thanks Dave).

Keen for some further feedback around the proposed approach (either here, or
another way, always keen for a coffee!).

Also let me know if there’s a wider interest in a meet-up on this topic and
I'll see if we can make this happen.

I am a new member of the ninjas. I wear several hats. One is as data
architect for MBIE. Another is a founder of a company called Open Data Model
that is responsible for the data metadata repository that they use. The other
is participant in the Stats/DIA discussions and working groups on standards.
MBIE are taking these standards and incorporating them in new developments. I
am very interested in the LINZ addressing so thanks for the link. We are
following NZPO format and we see that as main one we need for current purposes
but we are aware of the LINZ work and potential. Hopefully I will be able to
get better understanding from the document.

Just FYI. The Open Data Model has a public and private domain. Anything in
the public domain is available for free use, including downloads of database
schema under Creative Commons CC BY license. We have one model that has NZ
Address information in NZPO formats (and LINZ formats but very early version).
The site enables collaboration and we have been working on person name standard
that incorporates latest from Stats working group. Private domain has MBIE and
other organisations proprietary information.

I would welcome any help in development of models that incorporate standards in
the public domain. The standards (or guidelines) are slowly developing but
some, like the Naming standards (and phone number) as quite useful.

Hi JB: Had a good read through the LINZ Address document. Pretty good piece
of work. I do have some questions on how to fit it in with what we are doing
at MBIE so would appreciate the contact you mention.

I'd be interested to hear more from you both on how you see the LINZ addressing
approach could be incorporated into our proposed govt organisations dataset
fields (and does it map back to the Schema.org standard logically?).

Feedback from our Addressing Ninja

"I’ve had a quick look at the address parts of schema.com. I’ve two initial
impressions:
1. It’s very focused on the use of address for postal purposes, so highlights
the association of an address to a person/business. It’s likely that postal
requirements for an address will become less important as mail declines.
However, the use of an address as a locator for a property will remain
(addresses support many other services and uses).
2. It models the core of an address as a text string. This is bad! The NZ
Profile of ISO19160-1 can certainly be used to provide schema.org with a more
specific breakdown of an NZ address as the profile describes a set of NZ
components for NZ street addresses. I did notice some overlap already with some
components like locality. But of course, other countries have different address
formats and so will have different address components. "

A quick thought related to this.

It would be useful if the address data were separate attributes, not least if
the schema created also enabled data fields on branch/regional offices of NZ
government agencies (ACC, WINZ, and many others).

I'm keen to have an indication of who would be interested in attending a
meeting (open to everyone) to talk more about the potentials of this data, use
cases etc. We can map out the bigger picture - while keeping in mind what we'll
deliver to start with will be pretty small (yet valuable!)

Venue will most likely be the Service Innovation Lab on Thorndon Quay,
Wellington.

Once I've got a sense of the interest, I'll get back to you with potential
dates.

I would be interested. Just as an FYI I have modeled both LINZ and NZPO
standards and mapped one to another to do gap analysis. (a) the differences
for urban addresses are small and (b) yes, LINZ does seem to have moved closer
to NZPO. What might be different for locations is unclear.

Fair point Aimee - I’m wondering whether the next lunchtime session of
#OneTeamGov would be appropriate to focus on this as well? Seems a good fit
and would give another opportunity for those like Aimee that can’t do
evenings... just s thought....

We've booked in an Open Data Meetup session
(https://www.meetup.com/Open-Data-NZ/events/263052997/ to talk about the
reference model and draft open standard for the govt org dataset that Cam links
to at the beginning of this thread. I'm also keen to map out all the potential
data fields and applications - if time allows.

It's at lunchtime on the 14th of August at Stats NZ - so hope that works for
everyone in Wellington. If you're outside of Wellington and want to talk, let
me know and we can work out a Skype call or something.
