National Road Centreline

This is a recurring issue when data that should be public has either not been
collected by the gov't or has been privatised. It normally has has to be
accepted as they way things are, and much better than nothing, unless there’s
an action to reproduce the dataset as open data.
Often, as is certainly the case here, if that data were freely and openly
available then it would generate both social and financial benefit to NZ. So
the trick is how to persuade NZTA that instead of relying on private data and
getting into awkward situations like this, they should build an open dataset.
That would also mean helping them understand how to go about it, how much it
would cost and and some estimate of use cases and benefits to drive a business
case.
For this specific data we have open street maps and maybe NZTA could be
persuaded that their efforts are best directed in a) formally assessing the
quality of OSM data; and b) improving that to the quality standard they need if
it isn’t there already. That might be as cheap as buying 10 roof mounted
differential GPS kits for volunteers to drive around in.

Given that I can't see the NZTA data without requesting it, can someone

The license is disappointing -- basically you can look at the data but can't do
anything useful with it. I'm wondering why NZTA has developed a separate
dataset from the road centrelines dataset that LINZ already publishes under an
open license?

From my quick look at it, the tricksy license is because of the many agencies
that own elements of the data e.g. Core Logic has some investment in it, and
every local and unitary council in NZ is a road control authority for local
roads. To be able to release it under a permissive license, they’d actually
have to get agreement of Core Logic, and all of the local and unitary councils
in NZ.
Not sure whether this is something LINZ could deal with or facilitate?

Statistics. (

level. I had a copy of the older AU stats from mid-2017. When I tried to update
my copy of the dataset I saw it was only available at territorial authority
(TA) level. I wrote to MBIE asking for clarification. This was the response.

"Unfortunately the previous AU level data was a mistake. Not that the
information was wrong, but releasing it in downloadable form was contrary to
our contract with CoreLogic, the organisation which we purchased the source
data from. We’re allowed to supply AU level data to “The Crown”. The
functionality of the website was intended for local government users, which is
why we had the data downloadable at that level. CoreLogic informed us that
providing AU level breakdowns accessible to the general public was in breach of
our contract, so we negotiated another one. Under the variation, we could
provide visualisations of the data, but having the data downloadable by the
public was a step too far for CoreLogic to go. Hence, we’ve removed the
functionality."

IMO, something like the recent review of open access to weather data also needs
to be done for geospatial data.
I've also been working with MBIE's housing market data and it's frustrating
that finer disaggregation than TA level is not available, especially for large
cities like Auckland. I pointed out to MBIE that the smallest TA in the dataset

I wondered what was different between the LINZ source & NZTA but I can't see
even the metadata or a data dictionary without signing up, so I'm assuming its
the same, and the "value-add" over LINZ may be completeness & accuracy.
If that is the case then could an alternative approach for NZ be for all
publicly funded organisations to release their RCL data as open and LINZ be
responsible for taking those sources, combining and verifying, making the
national set open WITH a process to receive and incorporate corrections for any
source to improve and maintain accuracy...?
This would retain the IP of the data within NZ Govt. and it can then release
its own data CC-BY...

The key (for my work) is that it includes AADT (Annual Average Daily
Traffic) for the links (not fully populated at the moment) and what
fraction of it is "heavy traffic" (trucks and buses). As far as I know,
that info is captured by NZTA and local authorities and it is available in
a more or less painful format... Auckland Transport makes it available here:
https://at.govt.nz/about-us/reports-publications/traffic-counts/
So, the "value added" bit seems to be the geo-location of those AADT ... In
short, local authorities buy the traffic counting services but don't
require the data to be "GIS-like" so someone else has to go through all
that and assign the data to the links and then we have to buy it again.

78% of councils to release their attributes as part of a national dataset under
CCBY4.0; I know it’s not ideal since it’s not going to be open with the CL –

last 8 months, part of this project is the public release.

organisations that NZTA works with?
For example, will NZTA be encouraging or facilitating the adoption of the

Here are my assumptions that I would like clarified by NZTA:
CoreLogic (via Terralink or whoever) have collected road centreline data by
driving the country using LIDR, cameras and highly accurate GPS and have
created an accurate dataset. (I know they've done this as I've seen the results
and it is a nice dataset)
The LINZ roads dataset is not an accurate dataset. It includes roads that don't
exist and roads that are not 100% accurate to their location.
So these 2 datasets are quite different but really the LINZ dataset should be
updated using the CoreLogic dataset to come up with a single proper roads
dataset.
Now NZTA has licensed the CoreLogic dataset under a restrictive license and
isn't allowed to publish it as an openly licensed dataset (shades of the
FireService Localities here...)
The question is....
Did NTZA commission CoreLogic to collect the data in the first place? If so
then there was a commercial decision by NZTA to get a break on the price if
they allowed CoreLogic to keep copyright over the data. This was the 'old way'
of doing things. Was this done after the Declaration on Open and Transparent
Government or before?
If it was done afterwards then NZTA is in breach of the spirit of the
declaration. Government agencies should never sign away their rights to data
they are paying to collect.
CoreLogic should be compensated for collecting and processing the data and can
make money of the dataset themselves but only on the same terms as anybody

I’m answering all your concerns as best I can.
Firstly – some history. This is important as it highlights that the project
wasn’t about creating an open national centreline dataset – the purpose of the
project was to support our councils (Road Controlling Authorities) to manage
and maintain their assets (in their Road asset management systems, or RAMM). We
received funding to procure a licence for a centreline that was accurate,
managed and maintained for this purpose; the centreline needed to be an
accurate representation of the real-world centreline (dotted line on the road).
The reason why we need it to be accurate, managed and maintained – so we can
ensure local councils can manage their assets well and to insure we (NZTA) are
investing and prioritising the investment correctly (NZTA invest around $1.5
billion in local roads over a 3 year period).
A business case was undertaken (for the above requirements) which highlighted
the best (most cost effective, timely (our councils were waiting on it!)) way
to do this was through procuring a licence to use a centreline. Having the data
‘open’ was a consideration in the business case, but buying a centreline
outright was going to cost a considerable amount more than we had budget for
(and would likely have required us to capture and maintain it in-house, which
would generate a high ongoing maintenance cost and have made the process much
slower), so this option was not considered viable to meet the expectations as
described above. After a rigorous procurement process CoreLogic was chosen to
provide the centreline and related services we required.
NOW THIS IS THE EXCITING BIT! While procurement was the best way to meet our
needs, and the needs of our key customers, we realised that we can do more with
this centreline – why limit its use to councils and ourselves? Can we open it
to everyone? This was tricky. Navigating how to make a public/private dataset
available to the public took a lot of time, patience and collaboration from all
parties involved. It took nearly a year to come to an agreement that all
parties were comfortable with. We do feel like this was a first for the
industry – making a dataset “open” when the geometry belongs to a private
company and the attributes belong to the public sector – but we got there! And
yes, it’s not fully open, yes there are terms of use – but that is primarily
because making it open wasn’t the purpose of procuring the centreline licence:
it’s a wonderful bi-product! That said, while the centreline is subject to the
restrictions in the terms of reference, the RCA attribute data is more open and
accessible than before: this dataset will bring together the data from those 68
RCAs (currently 78% of them) in one place, for the first time. As I mentioned
in my previous post, these attributes will be available as a table and shared
separately on the Open Data Portal within the next month.

Hi Jay - Hopefully it’s a bit clearer from the above that we didn’t procure a
licence for a centreline to be open – however I do wonder if we’re going to
come across this type of issue more with government buying (or procuring
licences to) more data and capturing less; it would be great to discuss how we
can support agency’s (and the private sector) through this – tools, agreements
etc. Related – I understand that NZ has signed the ‘Open Data Charter’ since
this business case was first developed – hopefully pointing to this agreement
will help more of these sort of projects prioritise open data a bit more!
Hi Eliot, Aaron and Paul - The LINZ question is a great one – I asked it myself
when I started this project. It really comes down to the original purpose
behind the datasets. LINZ have their two centrelines – both of which were not
made to be an accurate representation of the real road (dotted line :) ), one
is for TOPO50 mapping and one for Addressing. Although these are awesome
datasets neither can be used for accurate asset management (yet!)
I have had a number of meetings with LINZ (Daniel, Charlotte and Ben) and I’m
aware that they’re currently working very hard to update their centreline data
to be accurate, managed and maintained – it’s my understanding however this
will be 3-4 years away, and I’m still not 100% sure how it will be actively
managed once updated. We will continue to engage with LINZ and we are
encouraging them to download and use the centreline internally to understand
gaps in their own accuracy (as long as they don’t copy any of the geometry over
this is okay).
I’m sure Daniel will be able to elaborate a bit more on what they’re doing :)
Hi Gavin – I’ve been working closely with all 68 Road Controlling Authorities
for the last 4 months to talk them through a data sharing agreement that allows
us to share this data with you all (and also allows gives them access to the
CoreLogic centreline in their RAMM systems). It’s been long journey, but I’ve
made a lot of fantastic relationships along the way and I’m pleased to say we
have 78% of councils signed up! I’m still working closely with the remaining
councils to ensure their comfortable to share their data with us.
Hi Laurence – CoreLogic capture their data from a number of different sources,
including but not limited to councils, aerials, surveyors, and utility
companies. Our licence allows us to get updates weekly however the data is
updated nightly.
Hi Gustavo – We currently have an agreement with 78% of councils that allows us
to share their data with you; we are working to get to 100%. We will be making
these attributes available soon in a table format too. The particular value or
importance of this dataset, I hope, is that it brings those 68 RCA’s data
together in one place – making it more accessible and allowing more people to
make use of that data asset.

Not entirely true. As with lots of government procurement now you can let third
parties (such as CoreLogic) do the capture and maintenance but buy it on an
open license. So yes, its will cost more but you then own the outputs. Who does
the capturing isn't the issue, it is who _owns_ the outputs that is important.
In fact it could be argued the private sector can do this work more efficiently
that government for a lower TOC.

economy? I would have thought that given the oncoming autonomous vehicle and
massive changes in this area an open, accurate, road centre line dataset may
have a pretty big impact on the economy compared to the acquisition price? Can
you please provide a copy of the business case document for review?

Last time I spoke to Louisa, she had changed roles and no-one had taken over
ownership of this dataset. There are no signs of the "open" attributes which
were discussed. All data is still provided on request, once you have agreed to
the T&Cs.

I wanted to give you an update on the road centreline dataset.
By the end of this week, we aim to have the Road Controlling Authority
attribute information available on the NZTA open data portal.
It contains the carriageway (road segment) attribution (information behind the
centreline) supplied from the individual Road Controlling Authorities (RCA), or
councils. The point geometry of this dataset represents the start and end
points of each carriageway.
We have also recently put up a road centreline FAQ on the website, which is
accessible in the description of the centreline dataset that is available on
the portal now.

Can you provide any analysis that was done to make this a closed dataset
instead of openly licensing this off CoreLogic? The no commercial license on
this really locks up this dataset and makes it non-open for a lot of use cases.
I’m interested in the cost-benefit analysis that was done to keep it closed
rather than open.

instead of openly licensing this off CoreLogic? The no commercial license on
this really locks up this dataset and makes it non-open for a lot of use cases.
I’m interested in the cost-benefit analysis that was done to keep it closed
rather than open.

I support Glen here. The closed licence is very restrictive and not in
line with the intent of the NZ Government Open Access and Licensing
framework (NZGOAL).

purpose of procuring the centreline licence was to support our local government
in managing and maintaining their centreline assets. To make the dataset fully
open was going to cost a considerable amount more than we had budget for at the
time.
On another note, the Road Controlling Authority attribute information went up
on the Portal last week:

I would like to point out that NZTA likely did not have an option to licence
CoreLogic or any other companies centerlines "openly". This is sadly not a
licensing model which any high quality 'routable' road centerline datasets are
available under.
It would have been a case of procure quickly (closed), or build slowly (open),
and the main driver of this project was not to release open data (sadface).
The only solution to this issue is to build from scratch, an open centreline
which meets all of govt requirements and can be used as a free and open base
for future datasets and applications.
I know lots of thought has gone into ideas like this in the past, and
hopefully, one day the idea will take off.

Hmm. Who pays for the data to be gathered? I would have thought that the
NZTA can dictate what licenses they'll accept and reject. The gov't can
(and should) impose licensing requirements upon those who create and
publish the data on their behalf. If they don't, who will? We're not
helpless here.

the tide has shifted to making this openly licensed so there is precedent for

maintained for many years. NZTA are licencing an existing high qualitiy
product, not paying for something to be built. If they were collecting the
network from scratch, NZTA would likely be the IP owners and could apply
whichever licence they liked, but this is not the case. If only!!
I agree that more thought needs to be put into the procurement stage of GOVT
data purchase/licencing to ensure the outputs can be open. I think I remember
Keitha raising this recently at the MOT Data Knowledge Hub.
