MoH Data on COVID-19

Hi Ninjas,

A saw on social media the below Dashboard produced on COVID-19 cases using
Power BI.
It includes Age, gender, (no ethnicity), region and travel details.
It uses data MoH puts on its website, which is then manually copied over.

There are a couple of issues:
1. A couple of the cases are for location of Southern DHB (covers bottom of
Sth Island), the rest are for regions (these two cases may get updated with
further details)
2. Some people are also wanting ethnicity data to monitor impacts including on
Māori and Pasifika communities.

There is a lot else going on, but ...
Does anyone know who at MoH is looking at the data and data standards -
including for reporting of ethnicity data (alongside age, gender and region)?

This is a really good example of open data in action in real time. Although it
clearly needs ongoing work to maintain the data feed.

I was going to tweet about it today, but notice that the data is no longer on
the pinginsights website.

Any update Carl? Is this likely to be a reliable source, and did you get
anywhere with the ethnicity question?

I see it has been updated with an NZ map and flight viewer too.

Still no luck with ethnicity data or right contact at MoH.

Seems to be a problem with Firefox – it works fine in Chrome.

FYI - about to draft a description of how to better present the data to someone
in MoH who has offered to see what can be done (They are under pressure there
at the moment, so api access is out of the question but they may be able to
deliver a better breakdown of content via CSV.

I'll include a request to include gender if the information is available...

significant ethnic health inequities, and Treaty of Waitangi obligations)
are outlined below.
These are taken from page 6 of the 2017 Ethnicity data protocol - Health
Information Standards organisation standards

The Ethnicity data protocol:

- Suggests the data should be being collected: *"In the last decade,
there has been a rapid shift in primary care from a system that did not
record ethnicity routinely to one with near complete ethnicity data
recording."* and
- is summarised on page 2. This includes using the *standard Stats NZ
2013 Census ethnicity question*, and that the *Stats NZ’s Ethnicity New
Zealand Standard Classification 2005 structure *must be used to code
ethnicity data.

Update - my request has gone through to see what can be done. However, I
understand ethnicity is being collected, but is currently withheld while
numbers are small to protect individuals. So if numbers grow dramatically (like
we all hope they won't) then ethnicity breakdown may be possible later.

Only just started looking at this, but a great thread.

Acknowledging there may be a need to wait for more numbers regarding
unidentifiabilty, is there an option to show the date that cases convert
from possible to confirmed?

Response to Ben's thought - I guess in this context racism triggered by the
data has more potential for harm, where as the nature of this virus affecting
the elderly more, age information can prove to be more helpful...??...

That line between protecting privacy and being useful shifts with every
context, which is what makes confidentialising data to protect individuals so
damn tricky!

It’s good to see the examples of dashboards. There would be
applications/opportunities for COVID-19 Monitoring and response. broader but
inclusive than health aspects.

Regarding ethnicity, there are still public conversations about access to data
particularly for Māori and Pasifika.
